Tuxedo mask is 16-17 when Sailor Moon is 14-15. Remember, Tuxedo was an orphan and it isn't uncommon for very mature orphans to be emancipated from orphanages and given a stipend by the Japanese government to live by his own means. Also, Tuxedo is very smart (pretty much genius level with Ami) so he ends up taking some college classes earlier than most of his peers. This information is confirmed in the manga, and the subbed anime. The dub of Sailor Moon makes him closer to 17-18 because that is about the age when the US foster system would allow legal emancipation in most states.
