If Vice president is serving as the President of India, so during that 6 months the Deputy Chairman of the Rajya Sabha will perform the duties of the ex officio Chairman. Also, according to article 64and 65 the two tasks of the vice president is to act as the president during vacancy and to conduct the Rajya Sabha. So, while vice president is standing in as the president, Rajya Sabha will be conducted by the Deputy chairman of Rajya Sabha.
