When the VO asks "why United States?"
Can I frame my answer like

"I've been working on two projects in the last two years of my bachelor's and I need hands-on, practical experience to effectively work on these projects. XYZ University's XYZ School is well-equipped with the resources that I believe XYZ faculty can assist me on my journey, as he has published a few papers on similar topics. Additionally, the university’s cultural diversity will help me scale my project to a global level after laying a strong foundation here in India, which I intend to do."

I just want to know that I have got the visa for fall 2023 but due to some personal reasons I couldn't able to go, now I wanted to go again with different program to the same college, So do i need to take new visa or old visa would be enough for this fall 2024.
