This is pretty accurate. Frank Welker said that when he recorded Soundwave’s lines, he was basically doing his Dr. Claw voice, and then they added the filter in editing. Something funny is that when Soundwave was featured in the live action movies, they got Frank back, but they didn’t add the filter to his voice, so it just ended up sounding like that.

Fun fact, if I am remembering right, there's an episode where the decepticons are playing a game of baseball with a group of human athletes. In one scene, they forgot to add the filter to one of Soundwave's lines. It sounded pretty much like this right here.
