Instead of selling out to corrupt chinese interests, perhaps the Philippine government can educate the people of the Manila area about water reclamation through rainwater, which is more than ample for domestic supply needs. As a bonus, NOBODY needs to be dislocated. Al that is required is to explain to citizens that rainwater is NOT poisonous. The concept is rather simple: equip each home with collection barrels and the necessary piping. that way, every household has its own "dam" for water. No expensive engineering, no excessively costly loans from the depraved ccp, nobody dislocated, everybody more self-sufficient. Everybody wins, and china loses control...a no-brainer.
