The “All Shortcuts” shortcut seems useless. It takes up more space than the app itself and there’s an extra click involved, making it slower than just tapping on the app. Furthermore, even if you wanted to use that shortcut, it makes more sense to make it an app icon rather than a widget (less space used). Otherwise, why not use one of the larger widgets that displays multiple shortcuts at once?
