Why do we need earth wire and fuse?

Earth wire and fuse are safety features. They will only be activated when there is an electrical fault.

I have one question, why do we even need a ground wire if the fuse will break if there is a leakage of current? Or does that happen only when someone touches it?
Then I can understand because even though we will just get a big zap, and the fuse breaks, it will maybe still be hazardous with such a big zap?

And maybe we need the ground wire because if there is a lower current leakage, that is below the fuse Ampere rating, it can damage electrical components and give an unpleasent zap to the user?
