Monads aren't unrelated to one another, their primary feature which distinguishes them from God is reflecting each other and expressing the world. The "closed windows" thesis is just about how they don't actually interact, they just express the most whichever cause is in question. This is explicitly addressed in the Discourse. But it's only God that actually causes anything. For example, my appetition for an apple acts as a final cause for me eating one, and this is expressed through me. But the metaphysical reason why all monads will perceive me eating an apple is, strictly speaking, that God arranged the world that way (though, he would do this while respecting free will of course).
This makes sense since God already holds and brings about the complete concept of every monad by willing to actualize the world. So it's not like there's anything for any monad to change about any other.
