SecuROM Error 2000 means that it cannot launch GTAIV.exe, usually means GTAIV.exe is unable to launch due to corrupted files or it is due to missing redistributables which means you need to install Direct X June 2010 Redist and Visual C++ 2005 the x86 one not the x64 one.
