So the verdict:

Buy pico4 if strictly playing with your PC.

Buy Oculus Quest 3 if playing without PC.

pico 4 - less weight/better weight distribution because the battery is in the back strap (therefore less fatigue) and more fov
quest 3 - considerably better performance and software
the latter is better because its about 1-2 years ahead in tech but good luck actually getting one without a large markup within 4-6 month of the launch

Of course the Quest 3 will win. No doubt. But if you only use both headsets for PCVR, I would at this moment think, that the Pico4 is the better choice. I have both the Pico4 and the Quest2 and use the Pico for my PCVR gaming. The only game I can think of that works much better with the Quest is Beatsaber, due to the controllers. In the morning I grab my Quest for fitness and in the late afternoon when I start my gaming, I grab my Pico4. Most likely the Quest3 will change that and I'll be using it for everything.

Quest 3 is not competing against Pico 4, it will be competing against the Pico 5.

Ive owned a Pico since launch and I likely wont go back to a Oculus device again since I exclusively play all my games using Virtual Desktop and Steam VR

If the Quest 3 move the battery to the back like the Pico did, it would be perfect for me. I'm a type of user who spend time a lot in VR, Being concern about weight on the front, it hurts and ruin my VR experience just like the Quest 2 did to me. Do not thinking about a headstrap from the third party because it will hurt your neck instead!

For the comfort, I think the Pico may be one step ahead but who knows, Just wait until Quest 3 come out.

If you own the Pico 4 and do not have a good PC for VR, It just like driving a super car in an off-Road trail.

Gonna be honest here for such a niche set of devices imo exclusives are detrimental to the future of vr imo all the vr companies should be coming together as a team now that they have the technology to meet up online to further advance vr. Project sharing can only seek to improve vr in ways that are hard if each company just sticks to its seperate projects all new advancements should be built in a shared environment and each compnay could put a little spin on each. eventually leading to a vr headset with multiple features across the board that progresses the devices into an excellent experience for all.
