Digging for a Metro here has to be difficult as they usually find all kinds of ancient artifacts whenever they dig somewhere. Which means everything has to stop while archaeologists catalog and remove everything.
Reminds me of when Athens had similar problems digging their Metro.

The spiral shape is meant to complement the other, older Azrieli towers nearby - with their cross sections being a square, a triangle and a circle.

I have some designs for a similar height spiral tower, but the spiral would have a much shorter pitch. Around 3 storeys per rotation, with a walkway passing the split level floors, something a bike or wheelchair can climb, and allows run and even bike races up it, while being the most glorious walk from a view perspective 365 days a year. 1/3 of the tower could have a bit of a modern village feel, with a climbing walkway passing by the floor, but inside the outer facade with perhaps detours on a long balcony here and there.

even the shape of it has been stolen from abbasid minaret style. yes that can be assumed inspired by tower of babel but we cant confirm its true structure. so it is stolen from abbasid one because that one we know exists for sure
