Which index do you usually look at for MBS rates or as a proxy for mortgage interest rates?

Now that rates are lower, is it better to wait by the sidelines for all those unlocked sellers who are now preparing to sell their property on the market or snag something up now before competition heats up? will the new sales translate into more variety and options or will the low supply of the typical fall winter market combined with the lower interest rates cause further increases in real estate prices?
