It'll be far more competent and efficient than his earlier administration. Trump was a rookie back in 2017, he didn't know the terrain, he made a lot of unforced errors and he had a few abject losers and flakes weighing down his first term especially at the beginning. This time around however he's going to hit the ground running. The first 100 days will be transformative.
