The answer y'all are looking for: the meeting is held at a different venue every year. USA is the only country to have hosted this twice. They later ended up developing a system of rotation so that other members don't feel left out, hence, India got to be a venue in it's 18th meeting. Unlike what this government is making it out to be, it's not some diplomatic victory or anything. Indonesia preceded us and Brazil succeeds us.
