Building sandbags is possible with only shovel (only for dirt/grass surface).
Fortification is instant action now, uses USEWIRECUTTERS cost.
Show hammer icon on merc portrait while doing fortification action.
Swapped red/gray fortification cursors to make them consistent with other action cursors.
Fixed various fortification related bugs (AP costs, moving to build, cursor type etc).
Note: press SHIFT while building sandbags/concertina for auto taking next item from inventory.

This is simply amazing, didnt had anything like that in the orginal game, not even in Urban Chaos i think.

Sevenfm, is it possible to do fortification in 1.13 installed on top of ja2 gold without any other mods? I've tried it in Omerta and Drassen airport, and game says I cannot use barbed wire, and if I choose shovel and bag then nothing happens once I click hammer cursor.

Building sandbags with only a shovel may be cheating in a case of unlimited quantity of sandbags. )
