I’d say Saitama is rather smart, at least in battle. Now that he’s the One Punch Man, he may not have to be that serious about strategy, but when he fought Crablante he almost instantly found out what his weakness was (probably based off what he knows about crabs) and used it against him.

I agree with an update of disaster levels, as well as levels of power which makes a huge difference depending on who's battling.
Having them classified as levels, types and power would make it more accurate and easier to combat for the heroes.
Too bad this can't be always accurate, but setting standard tiers, mid tiers, and higher tiers in between the level would make it easier to understand and catalog.
(So the community wouldn't be arguing all the time about non existent "dragon++" (as an example)

The disaster levels do suck, yeah. You got fans saying 2 characters are high dragon for example but one is much stronger than the other. "Well that's because Elder Centipede is a high high dragon and Darkshine is only a low high dragon" I've actually seen people say stuff like this lol

What if instead of a power system they had an ability counter system? Where they can analyse the enemies and put them under what type of monster they are so they can find which hero to send to the scenario needed like for example finding an enemy monster with esper abilities send a counter esper not someone like puri puri prisoner or something...

To address the question if Saitama is dumb, he isn't the smartest character, obviously, but he's definitely got something better. Street smarts. He's not smart academically, but he's the best person to ask when judging people's behaviors and morals. He's showcased it between his battle between Boros and Garou. He knew their motives the moment he talked to them. He even knew what Garou's motives were before Garou himself realized it.

My theory, the Neo heroes is “the organization”. All of their members are enhanced/modified. Could be recruiting heroes to cause a civil war to disrupt hero activity and weaken them.

Saitamas not dumb it’s more that since he has nothing to fear he doesn’t have to be on high alert. Fear doesn’t influence his decisions like letting Garou live. He’s simple for sure. And probably could use his power to climb the ranks faster and make more money to buy a better place to live but he doesn’t.... so he’s not the brightest for sure but he’s aware of other people’s emotions. The deep sea king is a good example. He takes the blow for cheating so the other heroes who fought against a monster they couldn’t win against seemed heroic. He’s an interesting fella for sure

I hope that we can have a new system, because currently, of the 5 existing levels wolf and tiger are a joke and god is this ambiguous term that one stupidly can not use despite there being 2 threats that can easily enter there (boros and monster garou) it is already repetitive to see only demons and dragons, even demons are starting to become irrelevant

I feel like we need a power system that differs destructive power and nuanced but dangerous abilities. Like someone that can destroy large areas with physical force or abilities would be on the Destructive spectrum, but abilities like Zombieman immunity or say the ability to brainwash or mind control the entire planet are not destructive but no doubt powerful, but situational. I propose that every one has a Destructive level and an ‘Ability’ level for lack of better word.
