Horton II brings extensive experience and a strong commitment to civil rights advocacy. A dedicated Maryland State employee, he holds degrees in Business Administration and Human Resources Management from CCBC and the University of Baltimore. Known for his collaborative leadership, he works to foster inclusion, uphold dignity, and advance civil rights for all Marylanders.
