YES Officers ARE TAUGHT this technique. Essentially abusing the fear and ignorance of saying no to officers. It's NOT accidental

The fact that they won't release the bodycam speaks volumes. When police believe they did everything right they are quick to release the bodycam and even have a press conference going over the bodycam footage and showing what great job they did.

So when they say “can I ask you a question?” The answer is “I don’t answer questions.” You have a right to refuse to answer any questions and exercising that right cannot be criminalized.

The bigger problem before the kansas 2steps, why does the trooper need to ask if they have drugs or guns or the need for a search to begin with. And yes they are fishing . When they ask those questions drugs, guns, sums of money it's nothing but a fishing tactics.

"This is just a normal part of what we do as part of our job" sounds a lot like "I was just following orders." It's illegal and they know it yet they still do it to increase their arrest numbers. Increasing arrests gets you higher rankings and more pay. The incentive justifies the illegalities.

Know your rights; exercise your rights.
In this type of scenario, all you need do is refuse to answer any questions and leave.
But if you don’t know your rights?
You may as well not have any!!

The dog hit as reasonable suspicion needs to be outlawed. Same with a two stop -- a stop is a stop and cannot be extended by law enforcement.

If he left they would've charged him with felony fleeing. We all know how that would've went. These pigs are overstepping and no one is doing anything about it. It's ridiculous and unconstitutional. The police wonder why the average person hates them, and this is just another reason why.

Excellent report.
Public records, as in BWC footage should be released when a FOIA Request is submitted.
One question.. why are some of the faces blurred?
Privacy? There's no expectation of privacy while in public. Videos of LE personnel can be taken while they are in the performance of their duty.
Just a couple of thoughts.

End qualified immunity! Make each officer personally liable! It's POS cops like this that prove why they don't deserve it. At least start pulling their certification as part of the lawsuits. Don't let them resign so they can get hired at another precinct and do it all over again.

We’ve allowed a police state to develop around us in the name of law and order, but as a result, our constitutional rights are being violated every day. This is not a liberal/conservative issue. I’m a Republican who’s never voted for a Democrat, and I fully support abolishing Qualified Immunity and defunding the police to force them to get back to things that are important instead of these petty issues that they spend so much time on.
