An electron spinning so fast around the nucleus of an atom can't be accurately placed with certainty where it is, which makes up the Heisenberg Principal. In Star Trek, the transporter had a Heisenberg Compensator on it. As the location of all electrons in the body couldn't be placed exactly, the Heisenberg Compensator made up for it. Without it, the transporter couldn't recreate the person being transported.

For context

We can only see what is reflected by light

There are certain particles that bounce away from sight when in contact with light.

So this makes it problematic too see them.

The example in the video is a comparison. Because in the act of searching for it, it slips further away.
