If you look closely at the end there when Yoimiya says "The best thing about summer on Narukami Island..." her mouth actually moves the moment the fireworks in the background explodes and you couldn't hear her answer.
I've checked the other language versions of the character teaser as well and this is all the same, so it is safe to say that Mihoyo is playing on the cliche of a love confessing scene in romantic animes where you would have one character confessing their love while the fireworks in the background play and the other character ends up not being able to hear their answer!
