How to create Amazon Seller Account

hello sir i live in uk i made my account same as you mention, It was approved by the amazon.so amazon charged me 47.99 dollar .I think on individual seller account they dont charge any monthly fee?m i right?

Sir I get "Unable to verify account information" this after 12 hours of verification its says documents you submit can not be verified.
Although my all information was correct.
