If you thought the new hire New York City Allowances IT-2104 form was required for employers to fill out, you were right.

In 2021, the IRS drastically changed the W-4 Form. Every employer gives new employees a W-4 form so they can withhold the proper amount of federal withholding tax from the employee’s pay.

However, the information required on the new W-4 no longer contains the data needed to withhold the correct New York state tax from your employee's paycheck.

So you may ask yourself, how can I fix this issue?

Easy. Give new employees two forms now – a w-4 for federal withholding and an IT-2104 for NY state withholding.

This is what a 2104 form looks like. Are you familiar with this form? Are you using this form now in your organization? If not, you should start using it immediately.

If I claim zero allowances on my NY Withholding IT-2104 form that I have to fill out for this internship that starts in June 2024 and ends in August 2024 where I would only end up making 2.7K for the year at the end of August 2024, and my parents still claim me as a “credit for other dependent” on their 2024 joint tax return next year, could I still file my own 2024 tax return next year too or no despite the fact that I will most likely be claimed?
