A flat radio spectral index just means that the object is (relatively) the same brightness in different frequencies though it is defined as a power law, so the brightness drops with frequency to the negative spectral index as a power, which would be small for a "flat" source. It suggests that the radio emission is likely is some sort of supernova remnant, though I've only been a radio astronomer for a year as a first year graduate student. But now if I get asked how to define the spectral index at my defense, I have you to thank for getting me to research this.
