It's not that they are sophisticated criminals, it's just that the government doesn't have much oversight of these programs. This has been going on for decades. Each state oversees this Federal program without much scrutiny. If you want to know who the ringleader is, start at the state level, in that office you will probably find a low level office worker who built this conspiracy.

I go to Costco for my job as a cook. I don't see how using food stamps there would be efficient or cost saving, particularly when (as far as I know) you can't buy toilet paper or booze or beach towels. It's easy to drop $200 in there every day. It's an inside job.

America isnt doing enough to make changes in how you can use your cards. There needs to be face recognition or pictures taken of you when you make a point of sale purchase. There needs to be fingerprints taken at the time of purchase. Or thoae things dont match up with who you are, then the card should be declined.
