This ordinance is totally asinine. Apart from the fact that as far as I know Japan is the only country in the World to have such a rule, what is the root cause of the accidents that supposedly occur when people walk or run on an escalator. Obviously running is not safe but walking is quite normal. It should be noted that the speed with which Japanese escalators move may be the slowest in the world. Honestly, they are Compared to, say, the escalators in London, a seething metropolis of urgent commuting, it seems that the Japanese escalators are specifically designed to get nobody anywhere in any particular hurry. So, before whining about peope having accidents due to walking on escalators, try speeding the damn things up a little.
