I made a mistake the 1 can not be reset. You have to replace the not gate with a nor gate where input and reset goes in.

if you decide to add a clock option to the counter, i recommend using an Xor when pairing with the not, as it makes the entire circuit think that the input is flashing high low, its foolproof, if not input is off (not = on) then xor will activate but can still be flashed by the clock because it blinks the xor with an already active input that constantly disables with the clock.
