3" of rain wouldn't do that. When was the last time New York City cleaned out their catch basins? That's a lot of trash floating around... I can only image how much is below ground.

"One driver seen with their legs out the window." I'm not sure the storm adequately explains that. When major flooding happens, is it normal to see a lot of legs out of windows? Why is the driver barefooted? So many questions.

If water raises 6-inches to a foot above the car floor, this very well could be considered enough damage for the car to be totaled as a flood damaged car. The flood waters in the car interior causes black mold in the carpet, shorts out and corrodes electrical connections that are not water-proof in the interior of the car and costing more money to repair; making it a total loss by car insurance company. States will not register cars that are flood damage and list the cars as salvage and not operable on the road.

We got 10 inches of rain within few hours in Calumet city, IL south suburb of Chicago last week. It was terrible.

Folks, a civil engineer here who saw an interesting comment. The capacity of the water drainage system was exceeded by the record rainfall. It needs to be updated for the climate change.
