Ibn Sina lived during the Samanid period. The Samanids were of Iranian descent. In fact, Ibn Sina is Iranian and has nothing to do with Uzbekistan. Uzbekistan was created after the destruction of the Soviet Union.
The reason why Ibn Sina wrote his books in Arabic is that Arabic was the official language of the Samanids at that time
