Regeneration occurs as the result of the remission of sin. After belief and repentance and during water baptism, the Holy Spirit, because of the shed blood of Christ, circumcises the conscience, removing the guilt from past sins, and restoring it to its' original childlike sensitivity to sin.
The word " regeneration" means to return something to its' original state. The original state of our conscience was innocent of the guilt caused by wilful sin.
This is what Jesus meant when He told the crowd that unless they become as little children they cannot enter the kingdom of God. The only way this is possible is if we become as little children as it pertains to the conscience.
Being born of the Spirit is to recieve the Holy Spirit as the result of the Holy Spirit baptism. The Holy Spirit infilling must be prayed for after water baptism until the Lord answers your prayer and fills you.
Then you must surrender the last vestage of your will that you are unable to " tame" without the Holy Spirits' help and that is the tongue.( I just opened my mouth and began relaxing my tongue as a way of yielding it).
We continue yielding our tongue until the Holy Spirit enables us to speak in the spiritual language that our English translation calls " tongues".
When this happens it triggers the fillings overflow while at the same time the Holy Spirit becomes one with our spirit. Now we have recieved the Holy Spirit.
