No one in the history of the game has tackled like that, however every single rugby player ever has braced for impact that is too close to avoid and it almost always looks something exactly like what May did. Footage shows clear intent to cancel tackling action and converts to bracing for imminent impact. Logically he can't go from 100 to 0 immediately and pull out of the tackle. Hence no suspensions required. Don't believe the penalty was even necessary. Purely accidental.

Purely accidental as he was pulling up and out of the tackle at such short notice. Obviously he couldn't enough and it lead to a head clash. If accidents start being penalized, what's the point of calling it a fair game.
