I think most people forget the fact that the more extreme stopping methods are used in HIGH SECURITY area. Which mean that:

a) It's not used to stop your typical run away criminal
b) It's used to stop ANYTHING at whatever cost, including the driver's life.

we can safely assume that anyone that tried to force their way into those area has a very bad intention in the first place (infiltration, ramming, suicide bombing, etc).

At that point, stopping those vehicles at whatever the cost would probably save more lives at the end (maybe not people thats in the vehicle, but people that's in that area)
