At 4:00 the rational expression has ben factored : (2x + 1)^2/[(3x - 2)(2x + 1). The numerator & denominators both hav3 (2x + 1) in them so we can divide out a (2x + 1). Since the numerator has two of these (2x + 1) factors (that's what squared means) then there will still be a single (2x + 1) in the numerator after the dividing out to get (2x + 1)/(3x - 2)

he factored the -2y out with the -15 to get the answer :D
