Hatz 1D42S se: 1331114018299 Spill timing check

Checking static timing of the injection pump.
Timing should be 9°BTDC and I am reading 4°.

Any advice on fitting a reconditioned injector pump? It’s the original pump that’s been reconditioned. I fitted the pump but there seems to be no fuel pressure so I’m not sure if the timing is off or what could be the problem. It’s a 1D41s engine and my first time working with it
