I looked this up, and it turns out the architects who design the Tokyo Tower, did indeed use the Eiffel Tower for inspiration. Obviously it's not a 1 to 1 copy, but they even used the same scaffold criss-cross beam design that the Eiffel Tower uses. The only major difference in terms of how they are constructed, is that the Tokyo Tower does not have a big triangular hole on the bottom half, that the Eiffel Tower does have.
