If we look at the definitions of sigma and alpha, they are equally respected. Alphas are in charge of the pack, while sigmas carve their own path. Shipmaster would be more of a alpha, as he is in charge of the elite forces. Arbiter and Master Chief are more likely sigmas, because although they are part of the elites and unsc respectively and are leaders within their own forces, they both have carved their own path to save the world. But at the end, All three are equally respected and are all on equally rigorous grind sets.
