I read a Harlan Coben mystery novel a few years ago where a character who wanted to disappear found a homeless person of similar age and description and paid them for their identity. Usually that homeless individual had been forgotten by friends and family and would never looked for again, especially if the homeless individual had moved far away from their original city or state. It didn't work out in the book (that's what made the central mystery) but in principle it could work.

In the very early 1990's when Eastern Europe was in turmoil a good friend of mine who had some very shady acquaintances got an offer for a Czechoslovak identity. Those that sold it were Czechs who apparently were former intelligence operators. The charged 50000 US dollars for a complete new citizen of Czechoslovakia. They had the contacts needed to create a new citizen in the official archives of Czechoslovakia down to a physical birth certificate in the archives of a Czech town and the records of the local school. Well, he did not get one mainly because he did not need one. He passed away in 2011, come to think of it, I never saw his body...

I was a juvenile drug offender (less than a gram of Marijuana) so I couldn't get a state drivers license until 21, I earned a Master driver badge, in combat, from the army at 19 and didn't get a proper civilian drivers license until 23.
