You need a pillow with chaos orb and make a token copy of it somehow and you define that token as a pillow and then activates it and all permanents go bye bye

Chaos orb is a staple in old school 93/94

Look up the ruling for if you manage to turn chaos orb into a creature and mutate a dozen creatures onto it.

The tearing of the cards is a myth. The dexterity requirement is an issue. However, I also recall a real problem being that people upon seeing opponents with Chaos Orb would make sure each of their permanents were six inches apart so an orb could never touch two cards. The result was each player requiring a 4 ft x 4 ft play area if the game went long (e.g., control decks dropping their 12th land) and card stores couldn't run tournaments where that much space was being used.

You can scatter everything before resolution, thus makes at best 1-2 hits per card.

Again, Wizards had no idea what they were doing in they were making these cards. Magic has no where near enough of a focus on dexterity to allow cards like this. There was an urban legend about a player who tore his chaos orb into pieces and through it on his opponents board, Turning the card into a one sided destroy all permanents. While not true, it does prove they someone could just rip up their own card. Not to mention, it hurts players who are physically impaired which is never a good thing. Yeah, if it’s banned in vintage it should be banned in Commander.

We allow someone to play th, but remove the dexterity. Chaos Orb become a destroy target permanent and Falling Star becomes 3 damage and tap target creature.

The reason they are banned is because of the "Chaos Orb" teardown which implys tearing the card up and sprinkling it over the field.
