What Kissinger is describing is pragmatic idealism. Unfortunately the US political class are not pragmatic idealists. Instead they are often idealistic pragmatists. That is to say, they have pragmatic goals but fail to meet those goals because they imagine the world conforms to their ideals instead of recognizing its actual state. This leads to chronic policy failures driven by flawed ideologies.
