China is leading nation in artificial technology. Through espionage activities such as hacking into businesses and militaries networks and even having individual Chinese citizens who work or study abroad installing backdoor software into prominent schools around the globe they have jumped ahead. If Canada wants to reach the top they should follow China's policies and focus more on improve reverse engineering capabilities and cyber warfare. R&D is expensive and always can lead to failure and requiring more time and money. Its easier to let others do the harder work and then simply steal it and improve upon it.
