As a disabled traveler and content creator, I just wanted to clarify that there in fact _is_ an elevator in the Arc de Triomphe if you have mobility issues. The people who let you into the Arc will be able to. help you and don't be afraid to ask if you need it. I've done the Arc twice — once taking the stairs and once in the elevator. If you have any kind of knee problems, please ask them to take the elevator. It will be so hard on your knees you won't be able to enjoy it by the time you get up there.
