I think this might be a reference to the Greek mythology story Prometheus, he was chained to a mountain by Zeus for giving humans fire and vultures were tasked to eat his liver everyday ( Prometheus could regenerate body parts ) and Hercules came to the rescue and pined the vultures to the mountain
