That’s NOT how it works. Military aircraft, with few exceptions, are sent to retirement at Davis Monthan AFB, in Arizona. They are under the care and management of the 309th Aircraft Management And Regeneration Group, AKA AMARG. These aircraft are prepared and placed in long term storage. Some may be called back to active duty or made flyable for use as target drones for missile training, others may be used for parts, or sent to museums, and others will simply be scrapped and turned into salvage material. In any case, the airframes remain the responsibility of their respective branch of service. One exception to this was the acquisition of an F-4D by the Massachusetts-based Collings Foundation. They managed to get congressional support for adding funding to the 1999 national defense budget that would allow them to choose and F-4D from storage in Arizona, for restoration to flight status. The Air Force Chiefs were NOT happy about this as these were their assets to manage. Thankfully, Collings was successful and that F-4D, housed in Texas, is the only remaining F-4 left flying in the United States. Other exceptions are for companies who acquire retired aircraft either from storage, or more recently, from countries that have recently retired a particular type. These companies use these planes to act as an opposing force against active duty U.S. military aircrews in order to give them real world, critical experience that they would need in actual combat. Australia recently retired multiple F-18s that had been upgraded, and sold them to one of these Adversary flight companies. Of course, such sales must be approved by the State Department and DOD, but once approved, the aircraft are technically privately owned. And of course, there are the older planes that we see at air shows, most of which were first and second generation aircraft that are not as sophisticated nor as fast as modern types. But no way can you just do what is suggested her to get your hands on a modern fighter or other military types of aircraft, even after they are retired.

No, you can’t buy an f22 you can only buy an plane that is already demilitarized, however you can also never buy a f22 because it has stealth capabilities, which makes it illegal to own.

For the F4 you are right, there are a couple of them on sale, but the F14 unfortunately not, none of theme have engines or other spare parts, because the US didn’t want Iran to get those spare parts
