Depending on your use case, I would not say comparing Odoo and base ERPNext is the best approach since Frappe boasts multiple modules that run with ERPNext. One example is ERPNext with the HRMS module has the HR and Payroll module. Odoo has accounting but not payroll and if you are looking for a full comprehensive suite for small businesses, payroll is quite important if you do not want to tally up additional cost and the hassle of finding another payroll provider like Sage etc.

Like I said, it all depends on your use case, where you will be hosting the platform and if you have additional resources(deprecated)/People available to develop the platform even more.
