My guess on how this is done:
Two of the same background images one of them has the donut shape as a mask with obviously a higher index then the one without the mask. Then make them rotate the opposite directions using the @keyframes property. Saw someone wondering if this can be done with css only, the only part you would need js for is the activation part (either click or drag) to activate the css. I think within the @keyframe property you can change the background urls when it's on 100%.
