I think a more accurate description of Walker's tax break for the wealthy, as well as the tax breaks engineered by Sam Brownback in Kansas and by a number of other Republican governors, should b called "trickle up, " because those tax changes are a redistribution of wealth upward.

I was a kid who knew nothing about politics, and didn't care to know anything about it at the time, when I had to do an economics class where they threw the basics at us. Even then, I recognized a fail when I saw one. I automatically questioned who would follow this 'trickle down' theory, because logic said this in no way made any sense as something that would and could work. So I still wonder why so many people have trouble grasping this concept I picked up casually without even wanting or meaning to.
