In a piece of music, when is something considered a whole new theme or just a variation of a theme already stated? Is it a new theme when you change too many elements of a previous theme, like rhythm, notes/intervals, key, etc?

no it’s more like a main idea or thesis statement. you say it’s the melody or the foundation, and how can something like a paragraph be the foundation for a sentence. get a better analogy man.
