Trooper Steve, USBP does NOT need a traffic violation to pull you over.  They are a Federal Agency that enforces Federal law, and as such they need reasonable suspicion of illegal alienage or illegal activity to pull a vehicle over.  Border Patrol agents’ statutory authority to conduct roving patrol stops is found in the INA Sec 287 [8 U.S.C
1357].  Furthermore, the legal standard to conduct said stops was set by the U.S. Supreme Court in the case U.S. v. Brignoni-Ponce (1975).  However, if the state in which they are working in has granted them State Peace Officer status, to include the enforcement of that state's traffic codes then yes they can stop you for a traffic violation.

If the driving becomes a safety hazard for the public, yes. Same with an LEO from out of their jurisdiction.
