The Big Picture: Improving Higher Education

Continuous efforts are being made to make India a global hub for higher education. Over the last 6 years many structural efforts have been made in higher education. PM Modi on Monday said that several higher education institutes like IITs, IIMs and AIIMS have been established in recent times. The prime minister also lauded the increased participation of girls in higher education. In this edition of The Big Picture we will analyse how higher education has improved and what more needs to be done.

Multi disciplinary institutions away from working in silos.
Focusing both on edu at school as well as higher level.

Access and Quality - the two targets.
23% women participation at higher education level now.
50% target set by NiTi.


What Gov needs to do-
1. Infra
2. Human resources
3. Governance
4. Maintenance and continued finance.
5. Atonomy
Gender inclusion good focus area in Nat Edu Policy

Capture and provide platform that promotes innovation and creativity.
Western countries- funding for Research by Pvt sector for the industry .

Research that's socially relevant- base strengthening is sustainable. State Private many institutions
90% students there in Pvt and State institutes. Lack access to funding for research.
Only 10 % in JNU, IIT etc - only they have access to research.
Tapping the potential of students from small towns, villages. Pyramid needs to be strengthened from the base. lower universities need to be focused.


What Univ needs to do-

Performing for autonomy.
Bringing in best faculty.
Innovative teaching modules. Training teachers.
Innovative curriculum that promotes creativity and innovation.

Pvt public partnership can play a major role in better Quality and Quantity
Nat Tech Agency- through pub pvt partnership.

Offering online offline courses. To expand access to Quality

Vocational training and education - given top priority in S Korea and Germany-
But consider 2nd grade in India. This needs to be fixed.

Efforts should be
School Edu Quality index- outcome based funding system.

Accountability and healthy competition- in Univ education
Research funding should be outcome based.

Worked in silos for too long. Institutions need to follow a multi dimensional .
Increase access to Quality Education.

Central government should focus on state universities. maximum number of state universities are facing lot of problems. And state universities always biased by both central govt and state govt because most of the students are in state universities belonged to rural and poor background... Our government spending more funds on already developed educational institutions.

As pointed out in the debate that currently 23% students are getting higher education and there is plan to increase it to 50% by 2030, wll the govt be able to create huge employment opportunities to absorb them in jobs. Present state of unemployment is horrible.
