I would think the fact that they have not just flat out wasted us is a good sign.

You assume the US 'authorities' are the 'good guys'. They are not (or at least no better than anyone else) and why do you think the NHI's should offer them any special treatment?

The one thing we know for certain is that *IF* they wanted to, they could end the human race.
They haven't done that. We don't know if their purpose is to our benefit or exploitation.
*_We don't know what they want._*

Not stopping nuclear development on earth is no logical implication of the lack of benevolence. Just like Elizondo said in the British GQ interview that the ETs not landing on the White House lawn can be indicative of modesty and courtesy in the same way that we don't land in the Red Square, the same can apply to their not stopping our nuclear development. Their general non-interference policy might very well itself be a sign of benevolence.

Farm management.
That's what they're doing here.

What Lue Elizondo said is very interesting. He thinks these 'visitors' are most likely not benevolent because they didn't prevent USA doing nuclear tests and developing nuclear weapons.
It's like saying "they are not good guys because they didn't prevent us from becoming a nuclear power".
It's a strange logic. How can we judge others based on our behaviour?

The Romans reported 2, 000 years ago that UFOs followed their armies from battlefield to battlefield, just like the WWII pilots reported UFOs following them around. They congregate wherever there is a conflict. They've been seen in Iraq and recently in Ukraine. The pattern is clear. They have an intense interest in watching us fight like I have an intense interest in watching UFC fights. Their activities caused the US and USSR to fear a misunderstanding that could lead to nuclear war, perhaps this was intentional on their part. They follow nukes around the planet like flies follow dung. I think they are the reason above ground nuclear testing was stopped by the US and USSR.

We dont sit down and have a chat with the cows about what our plans are we just keep them blissfully ignorant under our control with no idea what they are being used for. We are no different

Lue is the typical example of "If your only tool is a hammer, every problem is a nail."

Just give us the damn truth finally
We know what happened with MH370, it was probably reverse engineered technology from a SAP, we know Elon Musk was read into the parts of the program and thats why his company is so futuristic, is because he gets to see what he can improve with technology far out performing ours.
Imagine if we were told the truth about Roswell and all got to use that technology, we would have never been worried about any resoureces needed for survival, we would have had high enough energy output to colonise mars creating strong atmosphere and turning it green with bunch of plants, instead we are burning on this planet worried if we will have enough of space, water, electricity or food...

During the Buddhas time 2500 years ago a very well known scientist of that time came to ask the Buddha the following: "What is the universe and how old is it?, Why are we experiencing life?, What is the meaning of life?" and he continued on this way for minutes. The Buddha simply replied, if a person was shot by a poisonous arrow and a physician was near by and before the physician could pull out the poisonous arrow and if the man shot stopped him with the following: "wait! Before you pull out the arrow, from what bird are the feathers from? What type of binding is it fletched with?, What type of wood is the shaft made from?, Is the arrowhead made of granite or jade?", the Buddha then continued, before the man would receive his answers from the physician he would have already expired. The Buddhas teaching are for gradual cultivation and sudden enlightenment. Wasting this precious life with frivolous speculation is to have lived in vain. Do no evil. Perform all good. And purify your mind. That is all.

Honestly, if they did prevent us from “discovering” those technologies, it would likely be perceived as them being malevolent

It’s called respecting man’s free will. It’s up to us to wake up enough to realize how harmful nuclear energy is, it’s an important lesson many still need to learn. That’s why.
