Not retired but I'm keeping a tight hobby budget, and the biggest thing for me has been buying used and learning to fix/rebuild junk to work. I run straight DC, I'm flexible about time period and road, and I try to be very patient for a deal.

Along with being sure of the track plan, it can really help to have a plan in general. How specific do you want to be about region/time period/accuracy etc.? If you've got something particular in mind, you can avoid wasting money on anything that doesn't work toward that vision. (Me? I just wanna run trains!)
